Briefly state with reference to the Union Public Service Commission declared Civil Services (Mains) Examination commending on the 3rd of December 2016 and ending on the 9th of December 2016 in the subsequent Paragraphs. Deadline for Online Registration / Filling in Online Detailed Application Form accompanied by the Documents and Annexures comes to an end on the 20th of October 2016 (20.10.2016).

In view of the Union Public Service Commission declared Schedule for a) Civil Services (Main) Examinations, 2016 and b) Indian Forest Services (Main) Examination, 2016 schedule to be organized in December 2016 and November 2016, we look forward to the Union Public Service Commission to release the e-Admission Letters / electronic-Admittance Cards Ten Days in anticipation of commencement of the Civil Service (Mains) Examination 2016 and Indian Forest Service (Main) Examinations, 2016. The Candidates would be able to download their respective electronic Admit Cards / Hall Admittance Tickets post successful submission of Online Detailed Application Forms and payment of Main Examination Fee concurrently.

The Union Public Service Commission has uploaded the Schedule for Civil Services (Mains) Examination and Indian Forest Service (Main) Examination; hence, the Candidates are hereby advised to log into the Commission’s Website to take note thereof.
The Union Public Service Commission shall host Civil Services (Main) Examinations commencing on the 3rd of December 2016 and coming to an end on the 9th of December 2016.
The Union Public Service Commission shall conduct the Mains Examinations in both Shifts (i.e., Morning Session / Afternoon Session) at different Examination Centers in Ahmedabad, Aizawl, Allahabad, Bangaluru, Bhopal, Chandigarh, Chennai, Cuttack, Dehradun Delhi, Dispur (Guwahati), Hyderabad, Jaipur, Jammu, Kolkata, Lucknow, Mumbai, Patna, Raipur, Ranchi, Shillong, Shimla, Thiruvananthapuram and Vijayawada Cities
NB: We would like to advise the Candidates to log into the UPSC Website to take note of Detailed Civil Services (Main) Examination 2016 as well as Indian Foreign Service (Main) Examination, 2016 Schedule slated to be conducted in December 2016 and November 2016 separately.
Schedule for Civil Services (Mains) Examination, 2016
The Candidates may choose any one of the optional Subjects from amongst the list of as cited in the subsequent Part:
(i) The Papers on Indian Languages and English (Paper A and Paper B) will be of Matriculation or Equivalent standard and will be of Qualifying Nature. The Marks obtained in these Papers will not be counted for ranking.
(ii) Evaluation of the papers, viz., ‘Essay’, ‘General Studies’ and Optional Subject of all the Candidates would be done simultaneously along with Evaluation of their Qualifying Papers on ‘Indian Languages’ and ‘English’ but the Papers on ‘Essay’, General Studies and Optional Subject of only such Candidates shall be taken cognizance who attain 25% Marks in ‘Indian Language’ and 25% in English as Minimum Qualifying Standards / Minimum Qualifying Marks in these Qualifying Papers.
(iii) The Paper A on Indian Language will not, however, be compulsory for candidates hailing from the States, viz., Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland and Sikkim.
(iv) The Marks obtained by the Candidates for the Paper I – VII only will be counted for Merit Ranking. However, the Commission will have the discretion to fix Qualifying Marks in any or all of these Papers.
Final Selection to the Posts notified by the Union Public Service Commission shall be strictly on MERIT. The Candidates with Sufficiently High Marks both in Main Examination and Personality Test IN AGGREGATE would be FINALLY RECOMMENDED for the Posts applied for by them.
The Union Public Service Commission based on the Candidates’ individual Performance in the Mains Examinations vis-à-vis Category-wise Minimum Qualifying Standards / Community-wise Minimum Qualifying Marks, shall SHORTLIST the Candidates for Personality Test.
UPSC Civil Services Personality Test / Interview Test: 2016
The Commission shall summon only those Candidates for Personality Test those who may have secured either EQUIVALENT TO or HIGHER THAN / MAXIMUM MARKS in the Main Examinations.
The Candidate will be interviewed by a Board who will have before them a Record of his / her Career. He / She will be asked the Questions on matters of General Interest. The object of Personal Interview is to assess / evaluate the Personal Suitability of the Candidate for a Career in Public Service by a Board consisting of the Competent and Unbiased Observers.
The Personality Test is intended to judge the Mental Caliber of a Candidate. In broad terms this is really an assessment of not only his / her Intellectual Qualities but also Social Traits and his / her interest in Current Affairs. Some of the qualities in the Candidates to be judged are Mental Alertness, critical powers of assimilation, clear and logical exposition, balance of Judgement, Variety and depth of Interest, Ability for Social Cohesion and Leadership, Intellectual and Moral Integrity.
The technique of the interview is not that of a strict cross-examination but of a natural, though directed and purposive conversation, which is intended to reveal the Mental Qualities of the Candidate.
The Interview Test is not intended to be a Test either of the Specialized or General Knowledge of the candidates which has already been tested through their Written Papers. The Candidates are expected to have taken an Intelligent Interest not only in their Special Subjects of Academic Study but also in the events, which are happening around them both within and outside their own State, Union Territory or Country as well as in the Modern Currents of Thought and in new Discoveries, which should rouse the curiosity of well-educated Youth.
